Following the Shanghai Municipal Work Conference on State-owned Assets and Enterprise Reform on August 21, Shanghai International Group (SIG) has attached great importance to conveying, learning and implementing the spirit of the conference, made clear its responsibility and mission according to its functional orientation and based on education themed "Staying true to the mission", broadened the idea of reform deepening and implemented the measures for innovative development during learning and implementing the spirit.
Firstly, seriously learn and comprehend the spirit of the municipal work conference on state-owned assets and enterprise reform. SIG has duly learned the documents of the municipal work leadership group on state-owned assets and enterprise reform, conveyed the spirit of Secretary Li Qiang's important speech at the conference, enhanced political stance, firmed up the reform direction, taken the initiative, firmly advanced the restart of Shanghai's state-owned assets and enterprise reform with a stronger sense of mission, and pushed for decisive results in important fields and key links.
Secondly, accelerate the pilot work of financial holding group building. SIG has focused on building financial holding platforms according to the Trial Measures for Supervision and Administration of Financial Holding Companies (Draft for Comments) released by the People's Bank of China, proposed the effective management model and business structure of financial holding companies, steadily implemented the requirements of financial holding platforms for comprehensive risk management, studied the idea and emphasis of further putting into practice shareholders' rights and responsibilities, proposed the key tasks and specific measures of building financial holding platforms, conducted consolidated supervision over the financial and risk simulation of financial institutions, performed its responsibilities as a state-owned shareholder according to the regulations on state-owned assets management, promoted the development of municipal financial institutions, and built local financial enterprises matching Shanghai's status as an international financial center.
Thirdly, work out "7+6" reform schemes and conduct special researches. SIG has seriously implemented the spirit of Secretary Li Qiang's speech during his visit to SIG, firmly seized the opportunity from Shanghai's regional comprehensive reform of state-owned assets and enterprises, focused on the building of Shanghai International Financial Center and Technology Innovation Center and the three new major tasks, improved the capability of initiatively serving Shanghai's major strategic tasks, worked out seven reform schemes such as state-owned assets operation platform reform, the pilot building of financial holding groups and the perfection of financing mechanisms, and conducted six special researches such as the development of Shanghai's state-owned financial institutions, the medium & long-term investment strategy and assets layout of the SIG system, to prepare for undertaking major reform tasks.
Fourthly, strengthen prospective strategic research and work out the new-round three-year action plan of SIG. SIG has grasped the opportunity from the function deepening, pilot financial holding building and category adjustment of SIG's state-owned capital operation platforms, deepened the "dual engine" strategy of state-owned capital operation and investment management, strengthened active planning and prospective planning, deepened the study of the new-round three year action plan (2020-2022), and made clear SIG's three-year business target, tasks and measures.
Lastly, comprehensively strengthen Party building to promote the organic integration of Party leadership and corporate governance. Based on education themed "Staying true to the mission", SIG has given play to the important role of the CPC SIG committee in grasping the direction, controlling the overall situation and ensuring implementation, and kept improving its corporate governance structure. Based on the reform of the discipline inspection and supervision system for municipal enterprises, SIG has strengthened Party self-discipline, deepened and refined the building of the "four-responsibility coordination" mechanism. With emphasis on improving organizing capacity, SIG has given guidance to grass-roots Party organizations by level and type, to stimulate their vitality.
