Facing the sudden COVID-19 outbreak, SIG has implemented the spirit of the Meeting of the CPC Shanghai Municipal Committee and the Shanghai Municipal People's Government on Winning the Tough Battle against COVID-19, and tightened epidemic control according to the overall requirements of epidemic prevention and control, as well as the plans of the CPC Committee and Discipline Inspection Commission of the Shanghai Municipal State-owned Assets Supervision and Administration Commission (SHSASAC), so as to win the tough battle against COVID-19.

Pooling efforts to strictly fulfill the primary responsibility of epidemic prevention and control

Go where there is epidemic, fight it till it perishes. As a municipal state-owned capital investment and operation platform, under the leadership of the leading body and the leading group on epidemic prevention and control, SIG has enhanced the sense of mission and responsibility, resolutely implemented the spirit of the Shanghai Municipal Leader & Official Conference and the meeting of the Standing Committee of the CPC Shanghai Municipal Committee, responded to the letter of Shanghai to all the people, given top priority to epidemic prevention and control, and taken solid and meticulous measures against the epidemic.

SIG's leaders and executives at all levels have directed work in the frontline, convened special meetings to study the overall situation, and visited sites frequently to coordinate and deploy epidemic prevention and control. SIG's subsidiaries have earnestly performed the primary responsibility of epidemic prevention and control, conducted active planning, taken proactive measures, implemented the work requirements of "early detection, early reporting, early isolation and early treatment", and made persistent efforts on health management, logistics support, emergency disposal and epidemiological surveys. All the staff involved in epidemic prevention and control has devoted themselves to nucleic acid testing, disinfection, personnel management, supplies storage, information reporting and publicity, to ensure the fulfillment of respective tasks and responsibilities and the proper implementation of measures, and establish a well-structured and sound epidemic prevention and control system.

Fighting the epidemic together, fast strengthening prevention and control measures

Now epidemic prevention and control is at the most crucial stage. SIG's subsidiaries have fully leveraged their key roles and subjective initiative, and taken prudent, solid and meticulous measures for epidemic prevention and control with effects as orientation, thereby contributing to the battle against the epidemic.

First, conducting early source control

SIG has strictly implemented the work requirements of SHSASAC, managed personnel flow in a secure and orderly manner, and tightened control over epidemic sources. SIG's subsidiaries have worked in coordination, established an effective early warning and monitoring mechanism, provided updates on the health monitoring of staff on a daily basis, and conducted parallel management of third-party service agencies and on-site staff, so as to realize health monitoring for all staff. SIG's subsidiaries have tightened control over key place access, implemented the management requirements of "place code" for office buildings, hotels and other places, registered the information of entering and exiting personnel, taken their temperature, and checked their nucleic acid test reports, health codes and place codes, to avoid any omission.

Second, implementing epidemic prevention and control measures

SIG has implemented epidemic prevention measures with focus on its office buildings, hotels and projects in progress, and adjusted measures to the conditions of its subsidiaries. SIG's office buildings have assisted local communities and sub-districts in implementing epidemic prevention measures such as nucleic acid testing, working from home and tenant management; SIG's hotels have checked respective facilities and equipment to keep operating environment secure, and assisted culture and tourism administrations and industrial associations in verifying identities of guests and checking their nucleic acid test reports; while conducting regular management of work safety, the constructors of SIG's key projects in progress have duly adjusted construction schedules to epidemic prevention policies, and conducted health management of construction staff, thereby weaving a tight epidemic prevention network.

Third, disinfecting key places

After the Shanghai Municipal Center for Disease Control & Prevention released the work requirements for conducting preventive disinfection in key places across the city, SIG has responded quickly by formulating a work plan and releasing it in the same day, and set the clear overall requirements of "coordinating efforts at all levels". SIG's subsidiaries have made elaborate arrangements, detailed measures, organized online and offline training by group based on facts of regional lockdown, and set clear technical requirements and operation specifications for disinfection. Office buildings, hotels and other key places in Puxi have taken the lead in starting the first-round disinfection with responsibilities divided and measures in place.

Fourth, serving staff

With staff in mind, SIG has increased care for the physical and mental health of staff, launched a care action for the needy staff affected by the epidemic and those under centralized or home quarantine, distributed medical masks, alcohol, hand sanitizers and other anti-epidemic supplies to staff, ensured supplies to the staff sticking to posts, and met their basic living needs for food and rest, to dispel their worries.

Overcoming hardships to promote business development

While implementing epidemic prevention and control measures, with focus on its annual targets, SIG has endeavored to overcome the negative impact of the epidemic and coordinated epidemic control with business development.

Making persistent efforts on state capital operation

SIG has pressed ahead with major state capital operation projects, communicated with stakeholders online, studied and improved work plans, kept performing its responsibility and leveraging its role as a shareholder of municipal financial institution, and completed the review or pre-communication processes of the board meeting proposals on annual budgets of authorized management institutions, annual business work reports, system revision and information disclosure. SIG has headed the "Overall List of State-owned Capital Operation Companies in High-quality Development Evaluation", earning wide recognition from the industry.

Never ceasing in active investment

SIG has fully leveraged digital means, to carry out work such as customer communication for pre-invested projects, external expert interview, project due diligence and post-investment management. SIG has conducted investment research, summarized industrial information, and made clear its investment logic. SIG has advanced the project filing of subsidiaries and the procedures of early report transfer in an orderly manner, to ensure the normal operation of investment business. According to the epidemic situation, SIG has conducted management of the annual investment and assets disposal plan, duly adjusted the work strategy and made preparation for next-step investment business.

Re-gathering strengths for industrial funds

SIG has stayed true to the mission of serving national strategies, planned for the setup of theme funds online and offline, and guided five fund management companies in planning for future capital raising. SIG has supported the development of authorized management institutions, helped to set up Shanghai Lin-gang Guotai Junan Frontier Sci-tech Fund, and ensured that the first tranche of this fund was in place on time. SIG has supported the operation of Shanghai Rural Commercial Bank, overcome the epidemic to perform procedures such as early reporting to SHSASAC and internal decision making, and completed transactions on schedule. SIG has urged managers to improve management, guided management companies in formulating annual work plans, and promoted improvement in internal management levels and financial operation efficiency.

Conducting new strategic planning

SIG has strengthened active planning and prospective planning studies, started formulating the new-round three action plan, studied out a work program, and initially made clear the objective, content and schedule of plan formulation. SIG has summarized and organized topics and directions by IT means, advanced preliminary planning studies, provided intellectual support for plan formulation, started formulating the 2021 CSR report, and actively performed social responsibility.

Serving as volunteers to defend Shanghai against the epidemic

A Party branch is a fortress and a Party member is a flag. Facing the grim and complex epidemic situation, SIG's Party organizations at all levels have conducted prompt organization and extensive mobilization, positively responded to the call of SHSASAC, sub-districts and communities for volunteers, and organized its Party members to complete "double reporting" via the "Pioneer Shanghai" APP. SIG's Party members have put minds together and pooled strengths, made no terms, subjected themselves to arrangements, and devoted themselves to local volunteer actions while redoubling efforts on their posts. Almost all the Party members of SIG have completed "double reporting". Over 100 of them have headed for the frontline against the epidemic, demonstrated their splendor during assisting in nucleic acid testing, antigen testing, community lockdown, supplies distribution and scheme formulation, and performed their original mission in the tough fight against COVID-19.

SIG's Party member volunteers have been working tirelessly on posts, in communities and sub-districts, at sampling points and entrances, to interpret their exemplary and vanguard role by ordinary but extraordinary actions.

A new spring is bound to come. In the crucial period of epidemic prevention and control, under the leadership of the CPC Shanghai Municipal Committee and the Shanghai Municipal People's Government, as well as the CPC Committee and Discipline Inspection Commission of SHSASAC, SIG will further mobilize efforts for epidemic prevention and control without any delay.
