SIG has resolutely implemented the spirit of General Secretary Xi Jinping's important instructions in epidemic prevention and control, as well as the decisions and plans of the CPC Shanghai Municipal Committee, the Shanghai Municipal People's Government, the CPC Committee and Discipline Inspection Commission of the Shanghai Municipal State-owned Assets Supervision and Administration Commission (SHSASAC), given top priority to epidemic prevention and control, taken on its responsibility and mission as a state-owned enterprise resolutely and swiftly, taken an active part in Shanghai's overall epidemic prevention and control, coordinated epidemic prevention and control with corporate reform and development, and given full play to the fortress role of Party branches and the exemplary and vanguard role of Party members, thereby contributing the power of state-owned capital and enterprises to the fight against the epidemic.
I Taking on the special responsibility at the special moment
Go where there is epidemic, fight it till it perishes. The CPC SIG Committee has resolutely taken on the primary responsibility of epidemic prevention and control with high political consciousness, led SIG's Party organizations at all levels and Party members in defending Shanghai against the epidemic, and pooled strong positive energy to fight the epidemic in an all-round manner.
Enhancing the political stance to stand the test of the epidemic
Facing the grim and complex epidemic situation, the CPC SIG Committee has further enhanced its political stance and sense of mission and responsibility, earnestly implemented the spirit of General Secretary Xi Jinping's important instructions in epidemic prevention and control, instantly organized the learning and implementation of the spirit of the Shanghai Municipal Leader & Official Conference and the Opinions on Further Enhancing the Sense of Mission and Responsibility of State-owned Capital and Enterprises in Shanghai, and Leveraging Their Core Role in Winning the Battle against COVID-19 released by SHSASAC, forwarded the Open Letter of the CPC Shanghai Municipal Committee to All CPC Members in Shanghai and the Letter of the Organization Department of the CPC Shanghai Municipal Committee to All CPC Members in Shanghai at the earliest possible time, and rapidly conveyed them to all grass-roots Party organizations and Party members in SIG. The whole of SIG has further unified their thoughts and actions on the spirit of General Secretary Xi Jinping's important instructions, as well as the decisions and plans of the CPC Central Committee, fortified their faith in victory, courageously taken on the responsibility and mission of state-owned capital and enterprises, and tightened epidemic control without any delay, in an effort to win the battle against the epidemic.
Enhancing the sense of responsibility to strengthen epidemic prevention and control
The CPC SIG has given top priority to epidemic prevention and control. SIG's key leaders have directed work in the frontline, convened regular meetings to analyze and study the overall situation, made comprehensive arrangements for epidemic prevention and control and corporate reform and development, visited sites frequently to coordinate and deploy epidemic prevention and control, and promoted the implementation of epidemic prevention and control arrangements and measures. With a focus on its annual work targets and key tasks, SIG has urged its subsidiaries to fulfill their tasks, and further enhanced their risk awareness and bottom line thinking, to keep business running smoothly. SIG's subsidiaries have earnestly performed the primary responsibility of epidemic prevention and control, conducted active planning, taken proactive measures, implemented the work requirements of "early detection, early reporting, early isolation and early treatment", established a well-structured and sound epidemic prevention and control system in such aspects as health management, logistics support, emergency disposal and epidemiological surveys, ensured the fulfillment of respective tasks and responsibilities and the proper implementation of measures, and made persistent efforts on epidemic prevention and control.
Taking more resolute measures to keep staff healthy and safe
The epidemic prevention and control work leading group of SIG has responded, deployed and acted at the earliest possible time, worked out emergency plans for epidemic prevention and control, as well as work plans for environmental disinfection and other special actions, issued the Notice on Further Tightening Epidemic Control and Personal Health Management in SIG and the Notice on Tightening Epidemic Control and Strengthening Staff Care in SIG, further detailed the measures for office epidemic control in such aspects as daily management, logistics support, emergency disposal and staff care, implemented work such as mobile checks and health monitoring, and kept the office environment safe amid the epidemic outbreak under the system of "horizontal coordination and horizontal integration". SIG has issued the Initiative to All the Staff of SIG, to educate and guide all executives and staff in fully realizing the importance of epidemic prevention, taking overall interests into account, following commands, sticking to their posts, demonstrating their sense of responsibility, playing vanguard and exemplary roles, upholding science, staying away from rumors, strengthening care and warming hearts in epidemic prevention and control.
II Charging ahead to provide full support for overall epidemic prevention and control
According to the unified plans and requirements of the CPC Shanghai Municipal Committee and the CPC Shanghai Municipal People's Government, with focus on the overall situation of Shanghai's fight against the epidemic, SIG's Party organizations at all levels and all Party members have put minds together, pooled strengths, and gone all out to fulfill tasks of epidemic prevention and control with effects as orientation, thereby contributing to the victory against the epidemic.
Fully implementing Shanghai's task of epidemic prevention and control
SIG has strictly implemented the work requirements of SHSASAC, managed personnel flow in a safe and orderly manner, and tightened control over epidemic sources. During the lockdown, 347 staff members of the headquarters, subsidiaries, hotels and office buildings of SIG have stuck to their posts, performing their responsibility of defending against the epidemic and ensuring the implementation of epidemic prevention and control measures. According to the work requirements of the Shanghai Municipal Center for Disease Control & Prevention for conducting preventive disinfection in key places across the city, SIG formulated a work plan at the earliest possible time, set clear technical requirements and operation specifications for disinfection, and organized its subsidiaries to make elaborate arrangements and detail measures, to ensure the assignment and fulfillment of responsibilities. Facing the grim epidemic situation, in accordance with relevant national and municipal documents, as well as the Detailed Rules of Shanghai Municipality for Reduction and Exemption of House Rent for Micro and Small Enterprises and Individual Businesses released by SHSASAC, SIG has implemented the policy for reduction and exemption of house rent for micro and small enterprises and individual businesses in a standardized and efficient manner, to ease enterprises' burden and help them out. Crowne Plaza Shanghai Xiayang Lake under SIG Asset Management Co., Ltd. (SIGAM) has provided accommodation to over 260 medical workers from Qingpu Mobile Cabin Hospital. Sofitel Shanghai Hyland under SIGAM has opened a green life channel for hemodialysis patients during the lockdown, demonstrating its strong sense of responsibility as a state-owned enterprise.
Pooling "hardcore" tech strengths to fight the epidemic
With focus on serving major strategies such as developing Shanghai into an international financial center and fintech center, SIG has strengthened innovation guidance and industrial orientation, and accumulated rich resources through equity investment and fund investment. During the epidemic outbreak, a number of SIG-invested leading fintech enterprises have fully leveraged their technological strengths to make positive contributions to Shanghai's fight against the epidemic. The "six-in-one" convenient transit system, developed by SIG-invested SenseTime, can fast verify epidemic prevention and control information in public spaces, and has been deployed in key areas subject to epidemic control in Shanghai. SPH Cloud Health has coordinated with over 300 medical institutions, to deliver medicines to door to ensure medicine supply during the epidemic outbreak. TMiRob has deployed 43 disinfecting robots at the mobile cabin hospitals in the Shanghai World EXPO Exhibition & Convention Center and the Shanghai New International Expo Centre, to greatly improve their working efficiency. Keenon has deployed disinfection robots and intelligent delivery robots in hospitals, centralized quarantine points and other fronts in Shanghai, to effectively reduce the risk of cross infection, and keep medical staff and patients safe.
Executives and Party members lead by example in the fight against the epidemic.
A Party branch is a fortress and a Party member is a flag. According to the requirements of the CPC Shanghai Municipal Committee and the CPC SHSASAC Committee for providing volunteer support for epidemic prevention and control, the CPC SIG Committee mobilized its Party organizations at all levels and Party members to complete "double reporting" via the "Pioneer Shanghai" APP within 24 hours. As required by SHSASAC, the committee instantly established a 6-member volunteer team and a 24-member volunteer reserve team to transfer anti-epidemic reserve forces to SHSASAC. At the most crucial moment of epidemic prevention and control, according to the Notice on Further Deepening Guidance by Party Building, Conducting Social Mobilization and Providing Volunteer Support to Centralized Quarantine Points in Shanghai released by SHSASAC, the committee established a 9-member volunteer team standing by, tapped the potential of the security and property departments of the buildings and hotels under SIG to make up a 25-member professional security and housekeeping team, and submitted the member list to SHSASAC. The CYL SIG Committee responded to the call of SHSASAC for recruiting metro volunteers from enterprises governed by SHSASAC to swiftly build a young volunteer team made up of 6 Party and League members, and initiatively undertook the task of providing volunteer support to the whole metro station of Jiangsu Road, to make management and epidemic control more effective. In areas subject to lockdown, SIG's Party leaders at all levels responded upon called upon and took active part in community epidemic prevention; SIG's Party and League members revealed their identities, went into action, turned community volunteers in protective gears and uniforms, eased the pressure of frontline epidemic prevention, and went wherever they were needed to keep sub-districts and communities safe. As of April 6, more than 15 percent of SIG's staff signed up as volunteers and provided services more than twice per capita.
III Forging ahead to serve major strategies and fulfill major tasks
While performing the responsibility of epidemic prevention and control, SIG has overcome difficulties and gone all out to advance business operation. Facing the negative impact of the epidemic, SIG has duly studied out response plans, adjusted work strategies, made elaborate arrangements for key posts, made full use of digital and IT means, adopted flexible modes such as online working, online meeting and online due diligence, advanced key business such as investment management, state capital operation, fund operation and assets management, kept business running and made steady progress in reform and development. In the comprehensive assessment of 122 central and local state-owned capital operation companies by the State-owned Economy Research Group of SFC Think Tank, SIG headed the "Overall List of Top 10 State-owned Capital Operation Companies in High-quality Development Evaluation" and the "List of Top 10 State-owned Capital Operation Companies by Investment Operation Capacity in High-quality Development Evaluation".
Serving major strategies by investment management
With a focus on developing Shanghai into an international financial center and fintech center, SIG has conducted investment research, fully leveraged digital means to carry out work such as customer communication for pre-invested projects, external expert interview, project due diligence and post-investment management. According to the epidemic situation, SIG has conducted management of the annual investment and assets disposal plan, duly adjusted the work strategy and made preparation for next-step investment business. Shanghai International Fintech Innovation Center under the Shanghai Fintech Industry Alliance has made all-out efforts to ensure the steady operation of settled financial institutions. Under the circumstances that the Lujiazui Office of Changjiang Pension Insurance was locked down, as the only office to keep the company's business running, the center arranged a professional team at the earliest possible time that night to help complete the transfer and debugging of all equipment in the company's core business system, and ensured the seamless connection of its investment transactions after the transfer, thus effectively leveraging the role of fintech infrastructure in supporting financial institutions.
Advancing state capital operation in a proper and orderly manner
SIG has pressed ahead with major state capital operation projects with SAIC Group, the Shanghai United Assets and Equity Exchange and other entities, maintaining close ties and timely communication with state-owned assets regulators, intermediaries and target companies to advance these projects steadily and form schemes. SIG has kept performing its responsibility as a shareholder of authorized municipal financial institutions, completed the internal decision making of 18 proposals put forward at the annual board meeting of Guotai Junan Securities, made preliminary communication in the proposal on the profit distribution of Shanghai Rural Commercial Bank (SRCB), adopted the major proposals on examining the annual budgets, annual business reports and risk policy making of municipal financial institutions, leveraged its role as a shareholder, and provided support for the steady and orderly operation of listed companies.
Advancing the capital raising, investment, management and exit of funds steadily SIG has stayed true to the mission of serving national strategies, planned for the setup of theme funds online and offline, and guided five fund management companies in planning for future capital raising. SIG has supported the development of authorized management institutions, helped to set up Shanghai Lin-gang Guotai Junan Frontier Sci-tech Fund, ensured that the first tranche of this fund was in place on time, further implemented the three major tasks assigned by the central government to Shanghai, and served the development of Lin-gang Special Area of China (Shanghai) Pilot Free Trade Zone. SIG has supported the operation of SRCB, overcome the epidemic to perform procedures of decision making and submission for approval, and completed the share transfer of Growth FoF II on schedule. SIG has urged managers to improve management, guided management companies in formulating annual work plans, and promoted improvement in internal management levels and financial operation efficiency.

SIG has strengthened overall fund management amid the epidemic outbreak, arranged funds on a daily basis, and overcome difficulties to make payments, thereby ensuring the smoothness of major investment and restructuring projects. As required by SHSASAC, SIG has formulated a work plan for preventing and dissolving major economic risks, established a working group on major risk prevention and dissolution, and identified risks such as the absence of actual control and financed trade. The AMC sector of Shanghai State-Owned Assets Management Co., Ltd. has facilitated two non-performing credit acquisition projects of a financial institution in Shanghai, with the whole business team working from home for 24 hours to strengthen communication and coordination with the financial institution, design the credit trading structure and provide the optimal financial risk dissolution solution. SIG Asset Management Co., Ltd. has formulated practical and detailed prevention and control plans; according to the needs of epidemic development at different stages, the business buildings under it have studied out and improved various emergency prevention and control plans earlier, to ensure sound operation. Shanghai SITICO Assets Management Co., Ltd. has stepped up digital empowerment, and strengthened communication and coordination to stakeholders in forms such as online meeting, to minimize the impact of the epidemic.
Demonstrating real strengths at the crucial moment
Shanghai is now at the most crucial moment of keeping the people healthy and the city safe and orderly as the epidemic situation remains grim and complex. As a major state capital operation platform in Shanghai, SIG is duty-bound to make its due contributions.
