On the afternoon of October 31, the CPC SIG Committee convened a meeting to convey the spirit of the 20th CPC National Congress, and make arrangements for studying and implementing the spirit. Leaders of the CPC SIG Committee, members of the leading bodies of SIG's subsidiaries, secretaries of SIG's Party organizations at all levels, all the executives and staff of SIG's headquarters and middle-level executives of SIG's subsidiaries attended the meeting in the main and break-out venues respectively.

Yu Beihua, Secretary of the CPC SIG Committee and Chairman of the Board of Directors, presided over the meeting. Wu Jun, Vice Secretary of the CPC SIG Committee, conveyed the spirit of the 20th CPC National Congress, the spirit of the Municipal Party Member and Official Conference, as well as the content of the Conference of Shanghai Municipal State-owned Assets Supervision and Administration Commission (SHSASAC) on Conveying, Studying and Implementing the Spirit of the 20th CPC National Congress.

Yu posed requirements for SIG to study and implement the spirit of the 20th CPC National Congress in four aspects. He noted that SIG's Party organizations at all levels and all Party members should fully understand the significance of the 20th CPC National Congress and the remarkable achievements of the 20th CPC National Congress, deeply comprehend the decisive significance of "establishing Xi Jinping's core position on the CPC Central Committee and in the Party as a whole and establishing the guiding role of Xi Jinping's thought on socialism with Chinese characteristics for a new era", firmly uphold General Secretary Xi Jinping's core position on the Party Central Committee and in the Party as a whole, closely follow the CPC Central Committee with Xi Jinping at its core in terms of thinking, political orientation and actions, hold high the great banner of socialism with Chinese characteristics, fully implement Xi Jinping's thought on socialism with Chinese characteristics for a new era, promote the great founding spirit of the Party, and contribute to building a modern socialist country in all respects and advancing the rejuvenation of the Chinese nation on all fronts.

Yu stressed that we should fully and accurately grasp the spirit of the 20th CPC National Congress based on the requirements of "nine deep comprehensions" and "five firm grasps", thoroughly understand the connotation of the spirit and accurately grasp its extensions, and closely integrate studying and implementing the spirit of the 20th CPC National Congress with thoroughly implementing the spirit of General Secretary Xi Jinping's important speeches during his visit to Shanghai, to enhance the consciousness and firmness of implementation.

Yu required that SIG's Party organizations at all levels and Party members should take studying and promoting the spirit of the 20th CPC National Congress as the primary political task at present and in the next period, and seriously study and promote the spirit of the Congress according to the requirements and plans of the CPC Central Committee, the CPC Shanghai Municipal Committee and the CPC Committee of SHSASAC. Party members and cadres should take the lead in studying and promoting the spirit, to set a good example for Party members and staff. The CPC committee of SIG's headquarters and the CPC committees (Party branches) of SIG's subsidiaries should organize all Party members and cadres to study the full text of the Report to the 20th CPC National Congress and the Party Constitution, so as to thoroughly understand the principles. We should take studying the spirit of the 20th CPC National Congress as the important study content of the central group on theoretical study, and offer all Party members, executives and staff full-coverage and multi-level training by organizing special training courses, counseling reports and other forms. SIG's primary-level Party branches should take studying the spirit of the 20th CPC National Congress as the main content of the "three meetings and one lecture" and Party Day, and organize all their Party members for collective studies and exchanges. The CYL SIG Committee should organize League members to study the spirit of the 20th CPC National Congress, to guide them in firming up their ideals and beliefs and following the Party closely. SIG and its subsidiaries should strengthen the publicity of studying and implementing the spirit of the 20th CPC National Congress, keep developing new forms and carriers, enrich methods and means, value quality and enhance effects, so as to create a strong study atmosphere in SIG.

Yu required that SIG's Party members, executives and staff should implement the spirit of the 20th CPC National Congress in SIG's specific work of deepening reform, development and innovation, to promote the high-quality development of SIG. They should unswervingly advance full and rigorous Party self-governance, fully enhance the political and organizational functions of Party organizations, stick to the distinct orientation of primary-level governance, and develop primary-level Party organizations into strong fortresses for the Party's leadership. They should deeply understand high-quality development is the primary task of building a modern socialist country in all respects. Under the "dual engine" strategy of state capital operation and investment management led by financial holding group building, they should earnestly study and implement the work ideas and specific measures reflected in the spirit of the 20th CPC National Congress, and strive to open up a new prospect for work in all aspects. At present, first, we should go all out in the remaining two months to see that the annual work tasks and the three-year action plan (2020-2022) are fulfilled. Second, with focus on serving major national and municipal strategies, we should reflect the spirit of the 20th CPC National Congress and the 12th Shanghai Municipal Party Congress, and the work requirements of the CPC Shanghai Municipal Committee and the CPC Committee of SHSASAC in the formulation of SIG's new three-year plan. Third, as the next year marks the opening year for the implementation of the spirit of the 20th CPC National Congress and the launch year of SIG's new three-year plan, we should strive to make a good start and achieve new breakthroughs.
